On the Ulead web site you will find the upgrade policy of Ulead. Generally speaking, you can upgrade from VS to MSP. The cheapest way to get VS is a bundled SE version with a fire wirecard or other hardware. These SE versions are usually scaled down in capabilities but still allow you to upgrade to a full version. If you already own an SE version, check the website to see if and what software you can upgrade to here http://www.ulead.com/store/vs/upgrade.htm
If you don't own a qualifying product you cannot install the upgrade but need to buy the full version.

Note that it starts with VS9 and earlier versions, but I am 99.9% sure that it applies to owners of VS10 as well.
