732aps32.dll won't initialize
I installed Photo Impact 12, and when it starts up it goes through the initialization process until it reaches 732aps32.dll. It seems to hang there, and then just shuts down. I have used the suggestions for both type of un-installation routines and re-installed. Each time the outcome is the same. I am using Windows XP Media Center Edition SP2 with an AMD Athlon processor. I have all my computer information on profile, so I'm hoping that it shows up in this post.

I too ran a search on my system and Google. I can not find any reference to that DLL file. Are you certain that you have the spelling correct? Even if Heinz and I do not have that file, there should be some references located in a Google search.
Search your system for that dll, if located, right click and select properties.
I'm going to guess that the actual file your PI-12 is hanging on is u32Apps32.dll.The only thing I can find is that it is a Ulead driver file, and is apparently inlcuded with most all of Ulead's applications. In a search of my Program Files for that DLL file, I had the same file installed in each of my Ulead Program folders (12 total). No other program has this DLL.
So I would guess that to correct your hanging problem you need to get a good install. PI is having a problem with that dll. I know you said that you have reinstalled to no avail. Did you do a complete, clean uninstall? If not directions can be found here:

Also when installing disable your antivirus, spyware, utlilites. If that does not work, then I would suspect a corrupt installation file. Did you purchase an ESD (download) or boxed version? If it is an ESD, then contact Ulead for a download link for a fresh file.

Is there any restrictions on the partition that you are installing to? You might try once again the clean reinstall, here is a link to Ulead's directions:
Clean Uninstall/Reinstall per Ulead. However when reinstalling, install it to your Root Drive, normally C:\.
Just some questions:
I notice that you have quite a few extras, like YIM, ICQ, etc., are you shutting down all that stuff before uninstalling and installing, along with antivirus, spyware, internet connections, screensavers?
Are you getting any errors at all while installing? If so what are they?
Are your video graphics card drivers up to date? You might check the manufacturers website for possible updated/current drivers.
Have you checked your harddrive(s) for errors? You might run a checkdisk on them to make sure you don't have some bad sectors. You can also try to run a test on you RAM modules (memory) to ensure one is not starting to fail. There is a free one called Memtest86, that can be downloaded and ran. It sure helped me.

I just got clever from the last post and thought I would try something on my own. I changed the extension on the u32aps32.dll from .dll to .bak. The program opened and worked just fine. It just didn't bother with that dll when initializing. I was shocked when it worked, but sure is easier than all the clean un-installs, etc. that I've been following from the Ulead troubleshooting guides. Just thought I would let you know. Just so you know...I have ICQ and severalo other instant messaging programs, but they don't load automatically. In fact, I never use them.

It's not strange at all.
u32aps32.dll is been used by PhotoImpact to load Adobe PhotoShop plug-ins. If you do not have PhotoShop plug-ins installed, it's OK to rename the file I think.
The first time you run PI it will load the DLL to see how many PhotoShop plug-ins is been installed in the system then save the information to a setting file for later use. Why you can run PI properly after renaming the DLL back is because the setting file is been generated already.

Thanks so much for all the prompt and courteous help that has been offered. I am so glad to have this problem solved. I've been having problems for several weeks now. Ulead was responding to my problems. I just wasn't able to make things work. Thanks once again for all your help everyone who responded.
Thank you so much! I have been so frustrated by my inability to get PI opened! It hung on u32aps32.dll when I attempted to open the program. I ended up updating my PI12 to PIX3 and was still having the same problem. Changed the dll to bak, clicked on the icon and PI was up and running! Such a simple solution to such a pain in the neck problem. I was all set to do a system restore, but that's not necessary now. Again, my thanks.
