Did'nt have much time to carried the last assignment. However, as I was pondering on the problem. I took the last CD that was burned and try out on the Pioneer set again ( afterall that what they promised it can work). It load and give me a error message on the LED--- GUI.
I assume it Graphical USer Interface. Don't read a bell to me !!!!
Next, trying to make a introduction before the first clips.Try to drag the text before the first clips. It is impossible. Can anybody tell me how to get a plain background of text before the first clips ?
Regarding VS+, during installation, it asks whether it is NSTC or Pal. For my case, I have installed it for PAL.
Is there a differences for the two configuration. What will happen if I installed on NSTC and all the system over here are all PAl.
Is there a way or toggle or perference in VS+, that will able switch mode before commencing the project. Is it significant ?

Have no idea about messages on a Pioneer player. But as we have all been telling you, virtually no players will play a CD on which you have burned a DVD structure!
As for a title, simply insert a colour panel -- in the same drop down menu that includes Video, Filters and Transitions, you will see another title 'Color'. Click on that and choose a colour. Drag and drop it in the timeline in front of your video. You can set how long it plays either in the little clock or simply by clicking and dragging on the right hand end and dragging it to the right to the point you want it to go. Then you can insert a title over that.
There is a great deal of difference between PAL and NTSC, and you should primarily set it during installation for your local system. Frame format size is quite different between the two: PAL standard size is 720 x 576, whereas NTSC is 720 x 480. More importantly, PAL speed is 25 frames per second, whereas NTSC is 29.97. There are other differences, but you should try to get this right from the beginning.
You can try to encode from PAL to NTSC later in the process, but it is complex and not guaranteed to provide a smooth result.

Yes, I managed to get the VCD burned and it worked. Well, as for the compability of the different DVD player. Will leave that problem out for a while and figure it out later.
It happened that I recorded a DVD in a Read disk only.Trying to get a small portion of the clips. I try VS capture. The Disk kept reading continuing without stopping until I manually terminate it.
I copy the whole content for the Disk to the harddisk and capture it by VS. Oops.. it does capture, however, only chapter menu.
Anybody have encounter such issue.

If you mean that in the Import from DVD dialogue box, there is a directory tree which is headed "Title" but then broken down into "Chapters", the latter do not represent only the Chapter Menu burned on the DVD.
Each 'chapter' in that dialogue box is in fact the chapter of the full video on the disc. So if you put a tick a box beside a chapter, then press Import, it will bring in the whole video associated with that chapter.

It seem to me that VS+ is able to import on DVD that is written in video and VR mode not when you capture it in DVD-Read Only.
I am getting confused, afterall,the file folder/ file on the media are identical expect for the type of media that I used. Like what I says, I captured it DVD- Read only-- transfer all to the hardisk-- then, capture from harddisk, it end with only a picture. I don't find the logical. Unless I miss out...
From now onwards, I will only recorded them on VIdeo mode and VR mode.Silly of me, correct...
