Here is something to try.
(1) Insert a short mpeg4 file into the Video Studio EDIT Timeline.
(2) Select SHARE/Create Video File / Custom / Options/ Compression Tab.
(3) Select Media Type = NTSC DVD, Bitrate=VBR 8000Kbps, audio properties to match the mpeg4 file.
(4) Select General Tab, set frame to 720x480, Field Order = Frame Based, aspect ratio to match your mpeg4,
(5) Leave Non-Square pixels and Smart Render enabled, name the file and hit the same button.
Playback the video file using Media Player Classic or WMP11. If it works OK, you will be able to edit it in Video Studio and smart render a DVD-Compliant video file.
It just might work...

Video Studio 10+ chokes and sputters when I try to edit Mpeg4. IMO, you will have to transcode it to a format that is editable or find an editor that can edit Mpeg4. I have not found one.
If you have Video Studio version 10+, you have the same options that I do.
When you select Create Video File, "Custom" is a selection choice at the bottom. Click it. Then another window opens (the save window). Click the "Options" button. Yet another window opens with four tabs. The bottom (rightmost) TAB is labled "Compression" - select it. The dropdown control at the top is where you select "Media Type". This is where you select NTSC-DVD (DVD Mpeg4 is not a choice). Continue as I specified above, setting up the General Tab and the Ulead Video Studio TAB.
This should give you a clean DVD compliant mpeg2 video file that you can edit. It will be larger than your Mpeg4 file.
