I placed "peel" transitions [from the library] before and after a title image.
Two questions:
1] The title's rendered image quality is poor. [The quality of the video itself is fine]
2] Rendering time for a 12 minute video was about 30 minutes [3gHz, 2gb RAM]. However, the progress message said it was rendering the "Title" for 20 minutes of the 30 total. Was the message wrong, or did it actually take 20 minutes to render the title and 10 minutes for the actual video?

Quite easily.
If you have smart render enabled then the untouched portion of the video is
'copied' rather than rendered (created)
The title, plus the transitions either side will have to be rendered(created) no matter what, because they didn't exist beforehand.
If the title appears a bit poor, perhaps you need to alter the font size, font style and/or font colour.
