I¡¬ve got the same problem. (installed, reinstalled for several times).
Today I¡¬ve read in the Forum that DVX may cause the problem. It might not be compatible to Photo Express 4. I only have uninstalled DVX-Codecs. Now the program opens without any difficulties.
My English isn¡¬t very good. I apologize., but the Forum has helped me so much.
