Stitching with correct dimensions for printing

How do you duplicate a 2.5 x 3.5 inch image to fill 7.5 x 10.5 of an 8.5 x 11 paper for printing? Whenever I try to stitch directly side by side (3 horizontally and 3 vertically) it stitches them side by side vertically and horizontally but the dimensions become smaller making each image less than 2.5 x 3.5. I have entered the dimensions of 7.5 x 10.5 for the total image size after duplication of a 2.5 x 3.5 image but when I measure it on the screen after stitching the image the sizes are incorrect. Does someone know how to fix this? I am using PhotoImpact 5 Bundled Edition.
