Looking back at your video in the timeline, is there by chance a red line showing in the ruler directly above the timeline? And does it by any chance cover a 39 sec section? If so, you need to drag the cursor in the ruler to the very beginning of your clip and click on the mark-in icon directly under the preview screen on the right (square brackets) or press F3. Then drag it right to the very end of the clip and click on the mark-out icon or F4. By this stage, the red line should have disappeared. Otherwise, if you have a red line only over a certain part of the video project, VS will think you only want to render that part.
