Can I open a video clip obtained from scan and capture operation into the video editor and edit the clip (cut out the video not wanted) without opening or creating a project?

Totally without a project there seems no way (as far as I know), since MSP wants to have a project type (AVI or MPEG) and a resolution to work with. But there is no need to save the project. So simply create a project, import your videos to the timeline, cut out the unwanted parts and then create a video file.
However: even this simple cutting can take valuable time, saving the (small) project is very quick. So even if MSP8 with SP is now quite stablil I experianced also some crashes during rendering (in the pre SP version), so I would not risk loosing my work.
Saving the project gives you also the opportuity for more changes later, e.g. adding a title.
But I also understand your wish. I would also like to have an option in the create project dialog to import the settings from an input video, since for such quick and dirty work its usually best to use the same format for input, project and output. I would like MSP to figure out this format for me.
And note: In MSP with SP1 there is still a bug. If you change project settings, you should save, close and reopen your project. Otherwise MSP might render your output video with the old settings.
(No matter what it shows in the create video dialog.)
