Try searching your computer for Batansdr and see if you get anything. Then you can also try going to the Services of Computer Management, Start>Run, then type in "services.msc" (without the quotes). That is all the services that you have on your system. Scroll through them and see if it has the Batansdr service.
Do you have more then one account / user profile with Windows? If so does the one you are logged into have Administrative Permissions? Most people create a User Profile. WinXP home has a Hidden Admin Profile. To access it, you need to reboot into safe mode. Then if you get a log-on screen, the Admin will be visible. Log into the Admin Profile. Then try to run the Installer Clean-up. (I'm not sure if when you posted above about trying the "safe mode", you logged into the Admin Profile).
So far I've been reading through Microsoft's support on Error messages, concerning Event ID 7000. There's over 100 entries. However there is no record of the Batandsr service. The closest one I've found has to do with User Accounts.. Read the following and see if it may apply to something that may have been occurring to your system, or you may have done..

Here's a screeshot I just done in Services. It has nothing in the left side...

Double-Click on it, and you should get the following dialogue box..

Those of course are not the Batansdr service that you have. I am interested in the second screenshot, the Path to Executable. Does it show a path?

Despite searching several search engines including
Google
Yahoo
Infoseek
Lycos
Search UK
Web Crawler
Deja Com
Ask Jeeves
I could find no reference to Batansdr
I also checked the following links:
User Profile for Gamers
Optimize windows XP Services
Disable DLL Catching
A comprehensive Guide to windows Services
Again I can find no references to batansdr.
Have you tried (as suggested by Vidoman) searching your computer for any occurences of batansdr ?
If that search does not produce any results then a similar search of the Windows Registry is the next step.
From the Windows START button RUN and then REGEDIT
In Registry Editor EDIT | FIND

OK - feeling brave?
It appears you MAY have a Trojan Horse - Please click this link
Step 1 with that registry key selected in registry editor.
Registry | Export Registry file
Give it a suitable name and save it where you are going to find it again - this is in case we need to restore this key.
AFTER saving that key - and I suggest opening it with notepad or wordpad just to make sure it is saved - delete that key.
Step 2. Restart the computer.
Step 3. Now try running the Windows Installer clean up utility.

OK Steve, I exported it into my documents. I found it and was able to open it up using notepad. You think it is safe for me to delete it now?
This is what it looks like in notepad:
[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Enum\Root\LEGACY_BATANSDR\0000]
"Service"="Batansdr"
"Legacy"=dword:00000001
"ConfigFlags"=dword:00000000

Hi John,
Glad you got some sleep, and yes I did have a good Christmas, Thank you..
John, Steve does mean for you to delete the Key in the Registry, which should be the folder. Hightlight it and press delete. Then reboot, and try running the Windows Installer Utility..
