It sounds like the play list hasn't been made properly, in that the videos haven't been linked to the buttons.

The short answer:
Menu Transition using Playlists
A powerful new feature in DVD Workshop 2 is the ability to create Playlists. In this tutorial we will create a menu transition (interstitial) using the Playlist feature.

The longer answer:
Menu Playlists (Video)

I believe the problem you are describing is due to the use of the NEXT button during playback of your playlist. What is happening is that when you hit NEXT on the remote control, you are bypassing "programming code" that is used to indicate the order of the subsequent clips, and so after playback of CLIP-02 (in your example), it goes back to the menu. To help fix this issue, try putting a dummy chapter mark just before the very end of each of your video titles. The dummy chapter mark does not need to be on a menu -- it is only there so that if you hit NEXT on the remote control (during the "last" chapter), playback will jump to the dummy chapter (the real hidden last chapter), and then continue to play to the end of the current title, and then use the programming code to continue proper playback of the items in your playlist.

George

The quickest and easiest way to create the dummy chapter points is AFTER you have created your menus. Return to the EDIT tab and simply manually add the extra chapters.

You do not need to add it to the playlist.

This screenshot is taken from one of my other tutorials on the forum but should serve to describe dummy chapters.
You will see that in the chapter list - the strip of thumbnails down the right had side - there are 4 chapters.

This menu has two buttons. the first two chapters have been dragged onto menu buttons. The remaining two chapters - if left as currently shown will be "dummy chapters"
