You should be able to import them using Insert Media File to Timeline>Insert DVD/DVD-VR. Then navigating to the Video_TS folder (if you copied that to your harddrive) or on the DVD. Then placing a checkmark beside the Titles and Chapters you want to import.
Generally if that fails, then either the disc is copy protected (MacroVision) or the files are some proprietary format, which Sony is notorious for.
This has not happened before

They are not in VOB files. That is not the format they are in. I just took a short 30 second clip and pulled the DVD out and put it in my drive. My system would not even recognize it. So I put it back in my DVD camera and finalized it in my camera and then put it back in my system. This time instead of using Picture Package to copy it I just used windows to browse to it and copy it to my HD and sure enough it was a VOB file. A video _ts folder and the VOB files with in it.
Ok so I have learned now to import files that way, but not sure I see the advantage. Up until now I have never had to.
Also I am still left with the issue of all the files from the past year that may or may not work.

The method you just discovered is the correct method to import video from a DVD/DVD-VR, unless your camcorder has the capability to transfer using firewire.
To convert MPEG back to VOB is by creating a DVD. The burn module produces the VOB, BUP, etc.. and the Video_TS folders, ie, it creates the structure for the DVD to recognized by DVD players.
