Ok here goes.
I have put the system information on as requested.
built a video with AVI files from my camera
contains both stills and video.
stills are fine video jumps
video is about 23 minutes
tried sharing when video is active as well as with blank.
clicking on create disk the settings used are
Pal - VCD compliant ticked
do not convert Mpeg ticked
set to 24bits 720x576 25fps
4:3 format
add a iso file
have a menu page with still and music
create both disk and image at same time
hope this is enough if not let me know what you need. apreciate your time a lot

When you say 'tried sharing', was it (as it should have been) Share > Create Video File > DVD? Or was it (not recommended) Share > Create Disc > DVD? I suspect it was the latter.
After finishing your editing, you should first create a DVD-compatible mpeg-2. Moreover, you need to be careful of the Field Order it uses. If your AVI video came from a mini-DV digital video camera, then you need to ensure that your mpeg-2 uses Lower Field First. If your total project is less than an hour, you should also use a bitrate of max. 8000 kbps, and frame size, if you are in an NTSC country, of 720 x 480 (720 x 576 for PAL). LPCM audio would be fine, though if you have the full version of VS10, then you could opt for Dolby audio...
If you get the wrong field order, then the result is usually 'juddery' video, usually when there is rapid movement or when the camera was panning. Jagged edges of near-horizontal lines is also common.
And if you jumped the mpeg-2 creation stage, then the program still has to make one, but does it on the fly as part of the already very demanding burning process. It is irrelevant in that case whether or not you had 'do not convert compliant mpeg files' ticked because you don't have such a file, period.
And in making one, VS will choose the default format which, for some reason in VS10, uses Frame Based instead of Upper or Lower Frame First as the Field Order (unless you changed this is File > Preferences > General). Frame Based video displayed on a normal (i.e. traditional) TV will also not display correctly because it is not interlaced and traditional TVs required interlaced video (except for still images -- which is why your still photos come out fine...)
