PhotoImpact 8 won't install

Hello,
I am trying to install an old copy of PhotoImpact 8. I have tried it several times all with the same result. I get an error message that says, "Error message 1608 - Unable to create InstallDriver instance." I have searched
in the KB for an answer to my problem. I installed a new copy of Install Shield, still with out any luck. Do any of you have any ideas I could try?
