Making Frames

Anybody know how to make frames for The DVD workshop using anything other than Photoimpact (a program that I don't have)

What do you mean by making frames?

As you mention photoimpact, then any photo editing software will probably do it, some to an easier extent than others, so paint, photoshop etc.
