This comment has caused me to explore further.
In a project that you are trying to burn a DVD from a video file there are 3 areas where properties apply:
Project properties
- accessed via File/Project properties via main window
Media clip (video file) properties - accessed via right click on video thumbnail
- Burn Properteis - accessed via the Cogwheel icon - bottom left in Burn window.
The assumption is that the video file you want to burn has been created as or already converted into a dvd compliant file. Set the project properties same as video file (open new project, then drag thumbnail of dvd compliant video into timeline and then accept the option to set project properties the same as the video file).
The Burn properties will now be set the same as the video file
This seems to hold true except except if the audio format is LPCM or MPEG Layer 2 in project properties. Audio format is ignored as Burn properties audio format always defaults to Dolby Digital.
If the video file ( and thus the project properties) are not dvd compliant then VS burn properties defaults to:
MPEG File
24 bits, 720x576, 25fps
Frame based
DVD PAL 4:3
Video data Rate , Variable (Max7000)
Audio data rate 256 kbps
Dolby Digital Audio 48KHz 2/0 (L/R)
So Trevor's statement:

However all this becomes irrelevant when "Do not convert DVD compliant files" is ticked. VS assesses the media clip as being DVD compliant and Burn properties (which are determined by project properties) are ignored.
So what determines if "Do convert DVD compliant files" is ticked?
From a cold boot of your computer when VS starts up "Do not convert DVD compliant file" in Burn properties will always be ticked.
If you have never unticked or saved a project with it unticked then it will remain ticked.
But here is the catch if you untick this box , loading a new project or change the burn properties (by changing the project properties) VS will not tick "Do not convert DVD compliant files" when you go to create disc in a new project. In fact it still stays turned off if you close down VS and re open it.
To get it checked again you need to manually check it or load a project where it was turned on or interesting a reboot of the computer and restarting VS must clear some cache as the untitled project will now have it ticked!
So after these observations here is my adopted Burn DVD Phase Workflow
1. New Project -
2. make sure no clip is in timeline
3. Share/ Create Disc
4. Open Burn properties (cogwheel icon in create disc window) and ensure "Do not convert DVD compliant files" is ticked.
5. Add DVD compliant file
6. Contruct menu
7. Burn (If "This action will take some time to render" shows ignore and check "do not show this message next time")
8. Observe carefully the wording over the blue progress bar as burning commences - if " Convert Title" comes up as the first label hit cancel and check if media clip properties are DVD compliant. If "Convert Menu" is the first label - smile sweetly.
Point 4 is optional if you have never unchecked "Do not convert DVD compliant files" in VS. But point 4 also gives those the opportunity to have a look at the rest of the burn properties and have a bit of a fiddle!
