Hi everyone
I live in Canada and want to make movies to send to my family in England. I know we are NTSC here and they are PAL there, but how exactly (and when in the whole process of "movie making") do I make conversions.

Easiest answer first from someone in the U.K.
Send it in NTSC format, most of our DVD players will accept a NTSC DVD.

I could be wrong because I do not know the type of DVD player and TV the receipients of your finished video use but it's a safe bet that they will not have a problem with NTSC video. All the PAL DVD players I know, can also play NTSC. It's a different story if you want to play a PAL movie on an NTSC player.
Make a trial DVD in NTSC and send that across. If they do have a problem, that's when you start thinking about making changes.
