I have a relatively new computer with plenty of HD space, 1GIG RAM, MHZ is high. Installed VS10 + with disk and every time I click to open, it waits and then I receive the general Microsoft error saying debug or send report, etc. Tried opening it with AV turned off. Uninstalled VS10+ and reinstalled.
Any suggestions? Do I have to install it with the AV turned off?
Thanks!

Hi Rob, welcome to the forums,
It is recommended to install with all background applications disabled, this includes anti-virus, spy-ware programs, and even network or internet connections.
Try doing a complete un-install/re-install. Ulead programs leave a lot of files behind. So just doing a simple add/remove programs from the control panel and then re-installing may not correct some issues. Instructions can be found here : Re-installation of Ulead Products

Followed all the steps you suggested. Everything was off (including no internet connection) when I re-installed VS 10+. Same error when I try and start the program. After 15 seconds of trying to open, I receive the "Ulead.... encountered an error.. etc... has to close..." generic message from Microsoft. Guess I'm out the $99 and need to move on to another program. Thanks for trying to help!

I think I figured out the problem. I purchased Adobe Prem Elements 3.0 and it wouldn't open either. Tried to open Quicktime alone and it wouldn't open.
I figured there had to be something wrong with QT. Sure enough, I had an older version of QT on my machine and ULead installed a new version of QT; the two versions didn't mix as I couldn't get QT to open either.
QT wouldn't uninstall, so I ended up deleting all my QT files and using CCleaner to get rid of the left over funk. I re-installed the newest version of QT from their site and it worked fine. Adobe Premiere Elements is working fine now also. Haven't re-installed VS 10+ yet though. My question is, can I stop VS10+ from installed QT during installation or is that automatic? I'd rather not have VS install QT, since I already have the newest version and it works fine.
Thanks
