Cannot Resize photo in PE 6

I am trying to resize a picture from my digital camera to a 4x6 picture.

The original size of the picture as obtained by selecting the "i" button at the top of the screen is 12x16"

I select "Adjust" - "Resize" and change the dialog to "user -defined" and select keep aspect ratio.

The “res” is 72 pix/inch.

I type 4 into the height and the width changes to 4.5 ( I will need to crop it to get 4x6)

I select "Apply" and the on screen photo visibly looks smaller now, however the "i" at the top of the page says the picture is still the same size as the original. (12x16")

Also, zooming in on the picture shows the resolution is horrible, if I set the pix/inch to 200 before I click "apply" the resolution is better, I would expect this to be automatic.

Now the software says the photo is the same size as before I resized it and no matter if i resize it with user-defined or pick a preset size from the drop-down list it yields the same result.

Also, I tried the software on my computer at the office with the same results.

Now when I go to "Adjust" "Crop" and select 4x6" vertical, the crop window is about 1/10th the size of the photo.

The photo should be 4.5x 6 so the crop window should be very close to that size but its not.

I tried reinstalling the software and installing a patch that tech support sent me but to no avail.
