Thumbnail menu number wrong

Using VS8 I am trying to work out why the numbers against each thumbnail in the menus seems to be out by 1.

If you turn on the option to "Show thumbnail number" when burning a DVD I always seem to hit the same issue when playing it:

Selecting 2 on the DVD menu plays menu option 1, selecting 3 plays 2 and so on. This happeneing fortop level menus created by adding additional projects to one project, and also for menus created from chapters.

Has anyone seen these work right?
