When I burn heavy action videos using MovieFactory 3.0, quick movements appear like double vision, even when I use the best quality with 7000 kbps.

Interlacing?
It might be interlacing. I had the same problem when rendering an animation for viewing on a regular TV rather than a computer monitor. I ended up rendering with interlaced Field-order A, which eliminated the problem.
The interlacing artifacts on a regular TV are really obvious when you freeze-frame during a fast pan. The artifacts look like "combs" along the edges of the action, and the freeze-frame shimmers very disturbingly. Interlacing fixes it.
