Help w glass and reflective icon effects

I have been trying to get a glass object effect to work. I would like to have a rectangle that is transparent w/ a slight color to it like an amber piece of glass. I can make a transparent object w/ the alpha feature, but I can not make it have a color and be slightly transparent like I would like. I am trying to imitate the glass-like object that Dr Phil has on his show as it starts if you are familiar with that.

Also, is there a tutorial on how to make apple/mac like icons? They seem to be used in more and more things lately and I would like to make those reflective type icons. Not the type that reflect below like on a glass table, but the ones that have a thick, clear lacquer type of surface.
