DVD Chaptering Question

I have place chapter cues on the timeline exactly a every ten minute interval in MediaStudio Pro 8.0 with all service paks and updates installed. The cue is exactly at 00:10:00:00, etc. I render my MPEG file with a key frame at cue position checked. Import file into DVD Workshop 2.0 with all updates installed. Tell it to insert chapeters by scene and the DVD chapters are there as I assigned them in the pop up window from the Media Studio Pro timeline. Click okay and the program assigns them exactly like I want. Preview the project and the chapter points are exactly at the ten minute intervals as assigned. Burn the DVD, and they are not as assinged. They are at 00:09:59:00, and the next one is about ten minutes apart, but still losing some seconds, etc. My question is why is it not falling exactly at 00:10:00:00 as I assigned it and rendered with a key frame in the file? I know that DVD chapter can only be on certain frames, but how do you make the frame fall exactly like stated above?

I have a Intel dual core 64 bit processor with 2 GB of RAM in my system running Windows XP.

When you render your MPEG, you need to check "Add key frame at cue position". That way, you'll have I frames where they're needed.
