Photo Ex7 program failure, utiflib.dll, unable to un-install
Photo Explorer 7 began to error out when trying to open a picture from within photo impact. Recieved error message "Unable to Locate compact (think is was compact) Utiflib.dll" Next message was that I may need to re-install program to fix this. Tried to run repair utility, recieved message- "Data Error(cyclic redundancy check) (0x17)" Cannot uninstall, cannot repair, cannot install new. Want to do a manual un-install but all threads posted do not apply.

Have you noticed any errors with any other programs/applications? Since this was working and then suddenly stopped working, something changed. One thing to look at is the possibility of a memory module going bad. This will not show until the memory addresses where it is failing are being accessed.
Try running a memory test program to see. Here's a free one to try. I've used it some time ago, and found that I had a module failing. I was receiving CRC errors when trying to install a program.

Another possibility is bad sectors on a hard drive. Run a check on your harddrive. This can be done by running Error Check in WinXP. In My Computer, right-click on your harddrive (C:\) select properties, then in the dialogue the opens, select the Tools tab, then Error Check.

Lastly have you tried doing a System Restore? Try restoring your system to a time just before you experienced this problem. Then uninstall the program, and reinstall it.
