When you select Print or Print Preview in PI, the default printer you set in the Control Panel will be selected as the default printer. But you will always have a chance to change the target printer before you start to print. Click on the Printer button in the Print dialog and then you can change the target printer to print. I believe the printing process would be similar in Microsoft Word.
There are some designing guideline called Windows Logo Program from Microsoft for UI look and feel and some standard procedures of softwares in Windows. If software developers wish to get the Designed for Windows or the Compatible with Windows logo for their products, they must follow the guideline because Microsoft think it's more friendly to users. However, sometimes it might not.
Hope this helps.

Using Microsoft Windows Operating Systems you can only have 1 default printer for the computer as a whole. You cannot have default printers for individual programs.
A program will (should) allow you to select all available printers associated with that computer and also to alter the default windows Printer.
