Cannot create menu

Once entering CREATE DISC, with the Create menu box ticked, i then click NEXT and a message appears stating Cannot Create Menu. ANY IDEAS????? Version 10

I am trying to create a PAL DVD DISC from footage i shot on my DV camera, it will burn a DVD but with no MENU, I select Create Disc in the SHARE menu then I tick the Createmenu box and click NEXT, a window pops up with a red circle and cross saying Cannot Create Menu. Is there an option to turn menus on and off? P.S VS10
