Manually eliminate overscan on DVD menus

I have a image that has text near the top and right edges that is getting cropped due to from what i've been told is overscan. My image is 4x3 and i have created 2 buttons on the main menu using the "frames" included in the WS package. There are videos playing in each of the frame buttons if this is revelant. I was told that i could create a 640x480 image that is a solid color and to use that for the menu and paste my desired 4x3 image over this and the solid color image i used would act as a frame/mat for my real image and allowing it to preserve its orignal 640x480 resolution and elimate the overscan. This hasn't worked for me, however the post did say something about using a video background and my background isn't a video.

Take your image into PhotoImpact, PhotoPaint, PhotoShop or equivalent. If it is 640 x 480, increase the canvas/paper size (or whatever your app calls it) to, say, 720 x 540 (to maintain the aspect ratio), keeping the original centred. You can set the background as black or whatever colour suits you. Then import this. If this is insufficient or too much, adjust more or less to suit but keep the aspect ratio of 4:3.
