External Encoder Always Generates 4:3 w/ Black Bars

Trying to use external encoders to create XVID/DIVX/Decent quality MP4 with Widescreen source material. When I use the internal VS+ encoders for MPG2 or MP4 it outputs as a proper widescreen movie, but no matter what settings I use, when I try to use an external decoder, it always generates a letterboxed 4:3 image. Have tried several different encoders all with the same result.

Is there a setting somewhere to get VS+ to pass a proper 16:9 feed to the encoder?
