Where are the people with the know how?

Nobody on these forums in the know on why photoimpact does not load up when it is sayin Initializing Resizablewnd.dll

Someone must know.

Try searching there are several hits.
Simply place Resizablewnd.dll in the

Search box.

There are plenty of reasons a program will not load up.

If it's not a virus then I would think there is something conflicted in the system. However, it needs some more checking.
