I had to reinstall my VideoStudio 9 and now I cannot get the Smart Downloads. Is there someplace on the ULEAD website that I can re-download the Smart Download?

Hate to tell you, but you should have burned your original downloads to disc. Now you will have to go back to Ulead or the company they use to sell the product, with proof of your original purchase. Hopefully they will provide details of a usable link to download the files again. And this time, burn them to disc once you have them!
