indexing mpeg? FF, REV do not work.

Sorry it must be talked about but my search terms don't find it.

I received a DVD where FF or REV simply don't work on my players. Typically REV just goes back to the start, FF locks up if it's faster than 2x.

I thought, looks like a job for that PREFERENCES setting in a VS 10 "Create Disc" job. "create index file for MPEG seeking".

Tried it to no effect. What is the issue then, and how can it be fixed?
