I usually use PI 11 on my limited user account (I can use the program as any user ) But on a recent occasion had cause to use it as an administrator. Not a problem except that the path drawing tool has vanished and I can't find it. How can I add it?

Maybe you can use the Add/Remove Program option in Control Panel to repair PI with Administrator account.
Control Panel->Add/Remove Program->Ulead PhotoImpact 11->Change/Remove and then select on Repair in the Install Wizard.
