what settings I should change to get a 720 x 480 to look goo

In using studio 9, the wmv files look great.

When using studio 10+ the wmv files look like garbage.

We have been able to keep up with mtv because of ulead, but this last change in having the wmv file look like garbage to save speed is killing us.

Any suggestions on what settings I should change to get a 720 x 480 to look good and that will stream fast?

Here are the basic steps that we do:
Capture footage in studio10+
Edit footage in studio10+
Convert the entire project to a wmv file.
Upload the file to our server using cuteftp.
