Keyboard shortcut for value allocation not working

With Photo Explorer 8.0, I can't allocate a value to a picture by the proposed keyboard shortcut (CTRL + 1~3). This shortcut has no effect.
So, I am obliged to right click, then to choose "Define a value", and then to choose the value.
I use a french version of this software, under W2000.
