PI 12 won't bring up RAW Dialog

When I drag and drop a RAW file or use File Open from within PI the file just opens up in the normal editing mode. I don't get the RAW File Dialog that I got with PI 11. I've tried this with NEF (Nikon) and CR2 (Canon).
