You might have a look at DVD Movie Factory 5 +. WMV does not meet DVD specifications. However DVDMF5+ does handle HD, and BlueRay...

I meant WMVHD DVD Rom according to microsoft's standards I know it is not standard HD DVD or Blue ray discs but the standards are present and very well viable and letting approximately 1.2 hours of HD video on a standard DVD+R... they are readable by many new DVD Players that can play DivX and WMV HD files... I have already done many DVDs but missing the menus all I can do is put the file to DVD+R and play the file from my Szaio HD Player.... I think its worth making a decent software which is affordable to make such menus (Now only sonic DVD Producer HD does that but it costs more than 10000 dollars)...
The guidelines are available on microsoft's site at that link
http://www.microsoft.com/windows/window ... fault.aspx
but unfortunately they need an experienced software engineer to make one and not for the general public so I thought Ulead might have an interest in such field

I think Heinz hit the nail on the head. As far as I know Ulead has yet to produce any software that is in that ballpark. They, especially recently seem to be targeting the consumer market. Consumers generally are not going to spend that kind of cash on software, and it is going to cost at least that.
But who knows, after the dust settles on the Corel deal, Corel/Intervideo/Ulead may have some sort of program that can do this...

The problem with something non-standard is that player's firmware doesn't know what to do with the data on the DVD. The DVD needs to follow a standard protocol that the player can understand. As far as I know, neither HD-DVD nor Blu Ray are going to include WMVHD in their standards.
