Downloaded trial version of PI. I want to check out the DVD menu creation thing and the smartdownlaod is giving me this message. So is this because it is trial and I can't try this part of the prog or is this a glitch? I am using internet explorer.

That is a well known problem with no real solution as yet. The 'Smart Download" feature is anything but.
I tried to give you the correct link but the Ulead server seems to be rather busy. You can download your extras from there http://www.ulead.com/pi/runme.htm, you might just have to look around a little.
In future, just kill the process when PI want's to use the smart download feature and get the required extras from the website directly.
Well, it's been a couple of minutes and the Ulead site is still not completely loaded, I give up.

It's a well known problem that Ulead is ignoring (or maybe someone can confince me different.)
The smart dowload concept should be simple: look at what is installed and see what's available, and offer to download the available. Or get rid of it via a patch. Surely Ulead has the technology to disable "Smart Download." Or fix it!

You see, the funny thing is, it does work for some 
Now, how do you expect to fix something that ain't exactly broken. The majority of people here seem to have accepted that, if it doesn't work for you get the extras in a different way.
If that is too dificult for you, buy the boxed version, it doesn't need the smart download at all.
