open fails for "user" group

Ulead v8 opens ok for MY login under winXp (I am administrator), but hangs with NO errror message for logins belonging to "user" group. . . Tried allowing "user" group "rw" access to the ulead directory , subdirectory and files in the "program Files" directory, but was NO fix... Any Ideas

Use the "Run as" option for the limited user with admin rights given only for that instance

Thanks! I just need to have my "other" user be able to run it whithout knowingthe "admin" password! I tried openning protections on ULEAD in the "program files" but that did nothing. I think it is writing to some protected file or directory, but am having difficulty ascertaining where.
