Editing in Milliseconds for Adding/Editing Chapters

My question is this: How can I move the jogwheel/bar by milliseconds? I would like to move them actually 1 millisecond at a time, not simply through key frames. I had a trial version of MF4, and I remember doing this, though not how (it's been awhile). I've looked through all readme's to no avail. I've also used the search function and found nothing. I'm aware you can make the jogwheel/bar go to milliseconds on the Multi-Trim Video menu, but I haven't figured it out on the Chapter Select menu. If I remember though, it involved using some key to advance it by a single frame, and not keyframes. Thanks in advance for any and all answers :)

The procedure is almost identical to that contained in VideoStudio as per this tutorial:

Multi-trim

You do not move in milliseconds, you move in frames. A video is rather like one of those flick books you created at school to make a cartoon.
A series of pictures (frames) pass before your eyes very fast.
25 frames per second in PAL
29.97 frames per second in NTSC

At this speed the pictures appear to move.

Admittedly, milliseconds was a poor choice of wording. I do understand the concept of frames. However, when I move the jogbar/wheel, I can see frames that I simply cannot stop it on. Say, I want to start a chapter the moment that a particular scene changes to another. Sometimes I can't start the chapter until say...half a second later. I realize it's not the most important thing...but I'm a perfectionist at heart ^_^. So, to reword my question: Is there some way I can move the bar foward a single a frame, instead of going to the nearest key frame?

Never used MF for editing, hence I'm not sure of it's capabilities. I would recommend an editng program in any case.

In MSP, I can set the magnification on the time line to anything I want, right down to frame level. I use that all the time to make precise cuts.

OK this picture is from VideoStudio but its almost the same for MovieFactory.

Look at the controls shown at item 9. Now read the Tutorial again.

Sorry to make you guys answer me so much, but I really do appreciate the help. However, I think the question I'm asking is being misinterpretted, or perhaps I worded it poorly. I understand how to move frame by frame to actually trim the video. However, I was wondering if it was possible to move frame by frame whilst adding chapters. I really just want a precise starting point for a chapter, not to actually edit the video itself. I realize that you can move the jog bar and use the up and down arrow keys, but to my knowledge, that moves you only to the next key frame, and not just the next frame. I recall doing this in the MF4 trial, and am attempting to do it in the MF5 trial. If this feature is in the full version, I'm sorry for having wasted your time.

Aha now I know what you mean.
You can only create chapter points on I frames.
To understand what I frames are take a look at this article by Terry Stetler

I think you are trying to put the cart before the horse. In an mpeg compressed file, you cannot just pick any frame to start a new chapter. Mpeg files consist of I-, P- and B-frames. I-frames (key frame) hold all the image information, similar to a jpeg image. P- and B-frames are only holding image data which has changed since the last I-frame. These are meaningless without the associated I-frame. hence, your jog wheel jumps to the next I-frame.

Ok, for starters, you've both been super informative, and I thank you both immensly. I went to the topic on I frames, and how to change how many there are via the advanced settings. I edited DVDMF.ini and added the advance=1 line. I can now view the advance options. There's a slight problem, however, in the fact that my advanced settings never save. I'm going to restart my computer and see if that helps, and if it does, I'll post it. If you know any possible fixes for this, I'd be really appreciative (even though I already am :D).

Seriously, thank you guys for all the help.

Restarted my computer and started a new project, but it was to no avail, my advanced settings still will not save. If there's no fix, or this isn't a common problem, just say so and I'll stop bothering you :)

As far as I am aware the advanced settings are set on a per project basis.
Most users are unaware of the existance of the advanced settings which requires an 'unofficial' edit of an 'ini' file.

Then you will see that Ulead requested that I insert the following wording into the thread.

MF5: How to show the "Drop Frame Counter"
This is not an official solution by Ulead. The "Drop Frame Counter" involves editing a critical program file and any other changes to it can cause the program not to run properly. If you encounter problems with the software and ask for Technical support, the TS guys may not be able to give the exact solution because the program has been tampered. Tech Support can never know for sure what other values are changed so its better to be safe. Its like voiding the warranty of a certain electrical device by removing a jumper or modifying its circuit. Make sure you backup those files and revert it to the original one and then ask for TS assistance.

It is covered in the EULA under "2. Use of Software: You may not: 4) reverse engineer, decompile, or disassemble or otherwise attempt to discover the source code of the software"

You're right, the settings do save on a per project basis, but here's my problem: They won't save even on the same project >_< As soon as I edit the advanced settings, and hit OK, then hit OK on the compression settings, my advanced settings are reset, so, say for instance, if I change it to have more I frames, nothing actually happens, because the change never occurs in the program. I tested it with some other advanced options, and none of them save.

I have to go to school now, so if I don't reply for a bit, it's not cause I don't appreciate the help!
