VS9 SE certainly can make chapters. In VS, Chapters are always made in the burning module, after you have finished editing the main project. VS10 has simply introduced a new concept of being able to insert chapter markers during the editing process as well. However, to get this feature to work, you have to insert the project file into the burning module, which is something we don't normally recommend.
Moreover, I seem to recall that that your ADS device will normally only use the software it came with for capturing purposes. I thought this was CapWiz. So check your installation CD for that and use it to capture your video. Then open the captured files in VS for editing and burning. It could be that the device manufacturers also tweaked VS9 SE to make it more compatible with the ADS device.
There is no conflict between VS 9 and 10. In fact I, and a number of us, have VS8, VS9 and VS10+ all happily coexisting on our computers. (Like them, I tend to keep the earlier versions in order to be able help out on this Board with questions relating to those versions.)
