I assume you mean the FX Bench.
This an *.exe file and once installed will show in the VS library-video filters—the last one.
The Transitions see

For installation details.
Copy and Paste the burger1.vfx to burger 24.vfx
into
C:\Program Files\Ulead Systems\Ulead VideoStudio 10\Vfx_plug
The transitions will show in the library.
