Start off small -- try converting one short video, and create a test project with just the one video. Make notes on what conversion settings work so that DVD WS does not re-encode.
You might have used a valid frame rate, but did you use a valid resolution for DVD. What are the exact properties of your mpeg files?
In the EDIT step, under the VIDEO and AUDIO tabs, there is an option to "Convert to disc template" -- when that is ghosted, DVD WS does not think your assets are valid, and will re-encode them to your project settings. When that checkbox is open, it means you have the choice to use your source videos "asis", or convert them to your project settings.
