I am not sure what you are asking, because you cannot create your own Path Drawing Tool. PI provides the only tool you need to create shapes. If you mean, “How do I create my own Custom Shapes and save them to the EasyPalette Library,” I can tell you how to accomplish that.

With the Path Drawing Tool create your own custom shape. You can use the Path Tool to draw a shape or modify an existing shape from the Custom Shapes Palette and then Save it as your own.

To Import a Custom Shape, select the Path Drawing Tool, and on the Tool Options palette, just below the Command Menu, select the second Icon, the one that contains shapes, like a rectangle. On the bottom of the Flyout, select the Icon that looks like a little artist named Custom Shape. From the Custom Shapes dialog box select the shape you want to load into the image area. Select the shape and modify the shape to the form you require.

Press F2 to display the EasyPalette, and select the tab named Libraries. Navigate to the tree named Shapes. Select your newly created shape in the image area and drag it onto the Shapes tree. The Add to EasyPalette dialog box will appear, fill in the new name of the shape you want to Save. Add a new name or Group if you want and You are done.

I'm going to borrow one of Heinz-oz's statements..

Head on over to Pirc-BW.com, to the Beginners Workshop, which is free, to really learn how to use PhotoImpact. I'm currently enrolled and progressing through it. You will be taken through PI with a mentor, and will learn how to do this and things that you thought you could never do.

Yeah, vidoman, it's great isn't it? BTW, you are welcome to my statement  and can keep it for future use (I have got another one  )

Anyone having problems getting PI to do what they want would be well advised to take this Beginners Workshop, even non beginners.
