Charlie Hill's books can be found here: http://www.getting-results.com. It is not complicated, in fact he writes in very easy to understand style.
I'm not sure about the VIO error, other than it could be a corrupt install. You might try re-installing.
MSP7 VE is a Video Edition, which is a stripped down version of the full MSP7. Most of the updates and patches do not work on it. I also have MSP7 VE, however have not experienced the VIO error, or had problems regarding MPEG, unless you are talking about MPEG-2. Since it is a VE, it does not support DVD format, just VCD, and SVCD (MPEG-1), AVI, and DV.
I used it as a non-expiring trial to get familiar with the program to see if it is one that I would want to buy.
The differences between MSP and VS are many. MSP is geared more toward serious home video hobbiest and professional. VS is mainly for the consumer home video enthusiast, that wants to take their videos from their camcorders and create pro-appearance videos.
MSP has alot more control over all the editing processes, where VS is limited.
It could take a page or more to really describe them, so it is easier for you to understand the differences visit Ulead's website and have a look at both. You can download trial versions of each, and see what they are.

I have placed my comparisons of the various Ulead products here:

The load MPEG VIO error issue could be due to a faulty installation or PATH statement.
