DVD chapters clipped even w.Fit&Burn or using lower bit

I burned a 1 1/2 DVD OK (NTSC, ca. 5GB, auto-adjusted with Fit&Burn in VS9. The movie is to be played in Italy, so I needed PAL version. That DVD came out with each end of chapter (9 sub-projects) cut off. I revised a bit and tried NTSC burn again, using Fit&Burn. For almost identical project, same size, Fit&Burn now clipped ends off the NTSC DVD chapters as in the PAL DVD. I tried "Burn" with custom settings of 6000 max, where the burn info claimed required size was now about 4 GB -- STILL it clipped the ends off. I was directed to the info about bit rates, but I think there is some other problem, perhaps not clearing some setting so the program used some hidden rendered files that were messed up in the PAL burn?
For all these burns, I burned directly to DVD, w/o saving videofile first. Am now saving videofiles in case it helps, but there is little info in manual about whether thid id a waste unless the videofile properties already match what I finally need for the DVD -- which is what I can't figure out.

SYSTEM INFO: Toshiba Satellite 1MB RAM, Seagate 200MB external drive, SONY DVD burner DRX 800UL. The Toshiba had a habit of crashing some time ago, so I re-installed VS9 on a Compaq, which made the original successful movie. The problem I am describing occurs with the Toshiba as well as the Compaq, so it does not seem to be a case of corrupted VS9.

It sounds as though you haven't trimmed your clips correctly.
Fit & Burn or even lowering the bit rate doesn't shorten a video - it lowers the resolution.

Think of it like saving a JPG image file - you have a quality slider where the larger quality has better resolution and bigger file size.
