Let me suggest that you would stand a better chance of getting a useful answer if you explained in more detail what you tried to do, and how you have missing parts.
What are you starting from, what steps did you take, which settings were you using, what is your target etc.

To make a wild guess, it's normal for TV not to display the whole picture, a feature called overscan area hides the edges in all directions.

Is your video complete when viewed on you PC ?

I am converting an some MPEG, AVI files to convert into a single DVD disc, it is OK while I play using PC DVD room either using Windows Media Player or Power DVD Player, but when i play the same disc using a DVD player, some of the bottom part just won't show or can said the image become larger then the TV can show, and I have try on both NTSC and PAL format.

Any sugesstion on how to solve this problem of my? :?

The "Problem" you describe is called "Overscan". It affects every TV, there is nothing you can do about that. Approximately 10 to 15% around your image is lost to this. Changing to a different TV standard will not change anything except that you are bound to lose quality due to the recoding required.
