I used the stickey solution but afterward I could no longer edit any .avi videos (which i have a lot of), so I installed the default version again and it continued to crash. Here is another way to fix it.
I have XP Home Edition
right-click My Computer and choose properties.
click the Advanced tab and click the settings button in the Performance window
a new window will open
click the Data Execution Prevention tab
click the add button near the bottom
navigate to C:\Program Files\Ulead Systems\Ulead GIF Animator 5
choose ga_main.exe and click open
Ulead GIF Animator should now appear in the window w/ a check mark
click okay on all the windows and even though it doesn't say to, reboot your system.
it would now work w/ the default files in the vio folder
happy editing!

The reason GIF Animator tends to crash is due to some incompatibility with some video codecs. Your fix will disable Data Execution Prevention (DEP) with GIF Animator 5. I wonder how using Data Execution Prevention keeps it from crashing?
Those with older versions of Windows do not have that option, however.
I would be interested to know if anyone else has any success with this.

the only reason that came to mind was our Server 2003 computers at work all of a sudden started getting those similiar errors with other applications and either turning off DEP or adding the executibles to the exception list fixed it.
I also had similiar problems with Easy Media Creator 7.5 on my XP machine at home. Same thing fixed those errors. Its weird becuse the processor on my home PC doesn't even support DEP so its just the software enforced version controlling things, The processors at work support hardware enforced DEP
