Hi!
I'm currently editing some NTSC footage which is 24fps. However MS seems to only let me export as 29fps and it looks really stuttery. Is there any way to make MS export at 24 (23.995) fps as I really need it to. Thanks!

If it's true 24P footage, it was probably shot on a Panasonic DVX-100 camcorder, which has two 24P modes: Standard and Advanced. The camera does a pulldown on both modes to allow the footage to play on an NTSC device, but MediaStudio Pro alllows you to maintain the 24P structure within the pulldown, and to output true 24 P (which could be transferred to film frame by frame - which is why the DVX-100 is the darling of the Indie crowd. In fact, I believe the film that won the "Best Cinematography" award at this year's Sundance was filmed not on 35 mm film (as some others) but on a MiniDV Panasonic DVX-100!
Anyway, editing 24 fps in MSP8 (you ARE using version 8, right?) works as follows:
When you open a new project, among the choices for Project Settings, right at the bottom, are two settings for NTSC DV 24P. This specifically supports the 24P (Advanced) shot by the Panasonic DVX-100. Select this option, import your footage and edit.
Then when you have edited your video, you go Create Video File … Select Microsoft AVI, click on Options… under AVI/Compression select DV Type 1 or 2, then under General/Frame rate, change to 24. Type a filename and save. That’s it.
