You start with a good quality image, inspiration and the rest is easy. PI does not take pictures, not even the camera, the photographer does. What then happens to the photo depends on the skill of the PI user.

To desaturate a color image, On the Command Menu press keys Ctrl + E to open the Hue and Saturation dialog box. Set the Saturation slider to –100.
Press F3 to open the Layers Manager and select the tab Layers.

On the Layers Palette, the new object will be at the top of the Stacking Order with the name of obj 2.

Press Ctrl + K to enable the Mask Mode. Select the Airbrush Tool or Paint Brush Tool and on the Tool Options bar set the Color to Black, the attributes Transparency and Soft Edge to a setting that blends in the manner you require.
Each additional Layer is imported and as indicated by the author you must apply the settings that best match his demonstration.
Again, yes, PI can achieve near identical results, if you use his images. Since they are copyrighted I have not.
