Cutting a 10 second scene from a video file

Please provide step by step instrucions on how to remove 10 seconds of a video file and re-save and burn as a new DVD.

Burn the video to a CD, take a hacksaw and cut 2 inches off the edge of the CD.

How insulting! Not even a smiley was included.
I'm very disappointed about the ridiculous advice given.

You didn't ask if the 10 seconds to cut are at the beginning of the clip, in which case your answer is totally wrong.
In this case you would use a large drill to make the hole in the center of the disc larger.
